Reworking marijuana availability, Harper gov't plans major overhaul

ealth Canada is also looking to hear from Canadians. The Conservative Government has proposed phasing out licenses that allow individuals to grow their own marihuana for medical purposes and instead having approved commercial operations produce medical marijuana in non-residential areas.
