Released by Cpl. Tammy Hollingsworth, Chilliwack RCMP UFVRD
n
April 6, 2013 at approximately 8:10 AM, the Chilliwack RCMP were advised of
a business break and enter on Yale Road overnight where a significant amount
of cash and items were stolen. Police attended motor sports business to
collect evidence that had been left behind at the scene. Something an
officer noticed, was a detailed footwear impression that had been left on

As police were making patrols in the area of Hocking Avenue and Young Road,
an officer observed a man wearing a bright jacket that could have been
associated to the break and enter. The officer stopped to speak with the man
and asked to see the soles of his boots.
The soles matched the impression left on the quad and the man was arrested.

return almost all of the items and cash that were taken from the business.
Being able to do that for a local business is really rewarding for us."

Medical Pot Licence Abused
Theft of electricity leads to large marijuana grow show
Released by Cst. Tracy Wolbeck, Chilliwack RCMP UFVRD/File photo
n
March 5, 2013 the Chilliwack RCMP Drug Section executed a search warrant at
a rural property in Chilliwack in the 7300 block of Ramsay Place. The
warrant was the result of information from BC Hydro indicating a significant
theft of electricity occurring at the property.
Prior to the warrant execution, police learned that the property was home to
multiple Health Canada 'Designated Personal Production Licences' to produce
marihuana for a medicinal purpose.
The Chilliwack RCMP Drug Section attended the residence along with the
Chilliwack Fire Department, BC Hydro personnel, and City of Chilliwack
inspectors. Almost 2000 plants were seized from the residence and of
particular concern to the police, was the fact that this was almost 15 times
the authorized limit by Health Canada for the property.
"We have encountered several abuses to the medicinal marihuana system but
this one was pretty significant," said Cst. Tracy Wolbeck. "This is a
continued focus for our drug unit due to the danger these operations pose to
the community."
Also found in the residence was an improperly stored firearm and a
significant amount of cash and dried marihuana bud that looked ready for
distribution. A 32 year old Abbotsford man was arrested at the residence
without incident and was released on a Promise To Appear in court in June,
2013.

Time to Get Out of Dodge
Chilliwack hit by thieves targeting pickup trucks
Released by Cst. Tracy Wolbeck, Chilliwack RCMP UFVRD/File photo
ince
February 1, 2013, Chilliwack has seen an increase in the theft of older
model Dodge trucks primarily from the north area of town. In this time
period, 17 older model Dodge trucks have been stolen. Of most concern to
police is that several of the vehicles have been stolen from residential
driveways.
"Its really hard to say why these vehicles are being specifically targeted
right now," said Cst. Tracy Wolbeck. "Our crime analyst made us aware of the
numbers and we knew we needed to act on it. We want the owners of these
vehicles to be aware of the increase in thefts we have seen and to take the
necessary precautions to secure their vehicles." Many of the vehicles have
been recovered in the Chilliwack area but have been badly damaged and not
able to be driven again. This comes at a very big expense to the vehicle
owners.
The age range that has been targeted recently are trucks between the years
of 1995 and 2001. "Our Crime Reduction Unit is working hard to address this
problem and encourage the public to advise us if you have any information
that could be helpful to us," said Cst. Tracy Wolbeck. If you have any

Mounties Investigate Racist E-mails
Writer apologizes, hate crime charges pending
Released by Cpl. Tammy Hollingsworth, Chilliwack RCMP UFVRD/File photo
hilliwack
RCMP is investigating complaints from three local business owners who have
received disturbing email's containing racist remarks.
On February 28th, police were advised by the owner of a local Indian cuisine
restaurant that a disturbing, hateful email was received. The owner of this
restaurant had also indicated to police that in the recent past he has had
animal bones left at his front door and eggs thrown at his house. He advised
that he passed those incidents off as kids being mischievous until he
received the email.
On March 3, 2013, a second Indian cuisine restaurant owner called police,
after learning about the first incident through the media, to advise they
had also received a disturbing email . Through investigation, police learned
that the two email's were identical and sent from the same email address on
February 28th within a few minutes of each other.
On March 4, 2013, a third local business came forward to police, after
learning about the other two incidents, and advised they had also received
an email similar in nature.
After the first reported incident, an RCMP investigator wrote to the email
address advising the police were now investigating and suggested the email's
stop immediately. An apology was received from the anonymous email address
which indicated they were sorry. The person also indicated they were having
a bad day and was suffering from mental health issues when the email's were
written.
"We haven't discounted the fact these incidents may be motivated by hate,"
says Corporal Tammy Hollingsworth. "We are certainly looking at all aspects
of the investigation in order to better determine what the motivation is and
will pursue as necessary."
The Chilliwack RCMP maintain conduct of the investigation and are taking it
very seriously. The BC Hate Crimes Unit have been consulted and are
assisting in the investigation.
"The Chilliwack RCMP would like to speak to the author of these email's and
are asking him or her to come forward," says Corporal Tammy Hollingsworth.
"Anonymous apologies don't mean much when they don't hold any weight behind
them."
The Chilliwack RCMP would like to offer this person assistance and they
indicated in an apology that they may be suffering from mental health
issues.
"This isn't something that our community wants to be known for and it's
certainly not a reflection of what we see in Chilliwack on a regular basis,"
says Corporal Tammy Hollingsworth. "Although we have a small multi-cultural
community the victims have already received support from many Chilliwack
residents."
If you have any information about these crimes or are the victim of a
similar incident you are asked to call the Chilliwack RCMP at 604-792-4611

The crime is believed to have occurred between 9:00 PM on February 19th and
6:00 AM on February 20th.
"This is a crime that directly impacts kids and their ability to learn,"
said Cst. Tracy Wolbeck. "This can be very traumatic to kids, particular
young kids who are left feeling like a victim because of what has happened
at their school. School is suppose to be the safest place away from home for
children and this really upsets that balance for them."

Released by Cpl. Tammy Hollingsworth, Chilliwack RCMP UFVRD
n
February 19, 2013, at approximately 3:20 PM, the Chilliwack RCMP were
contacted regarding a suspicious vehicle in the Balmoral Avenue area. A
youth was walking down Balmoral Avenue from Vedder Middle school when a
vehicle approached and asked the youth if he wanted a ride. The youth

The vehicle is described as an older white mini-van with dents and scratches
on it. The youth noted that there was no window on the van where the rear
sliding door would be. No licence plate was obtained and the youth did not
recognize the male driver. "We always want to make the public aware of cases
like this when children have been asked to get into a vehicle," said Cst.
Tracy Wolbeck. "We would like parents and teachers to remind kids to never
get into a vehicle with someone they don't know and always tell an adult if
you have been approached.
The driver of the van is described as being a Caucasian man with brown
greasy shaggy hair. It was noted that the man had a very deep voice. The
Chilliwack RCMP continue to investigate this incident. If you have any

Released by Cpl. Tammy Hollingsworth, Chilliwack RCMP UFVRD

An RCMP photo of items siezed in roadside bust Tuesday last week.
n
February 12, 2013, in the late afternoon, members of the Chilliwack RCMP
Crime Reduction Unit - Drug Section conducted a vehicle stop on Princess
Avenue, beside the Chilliwack Courthouse. The driver of the vehicle was
arrested for an outstanding warrant.
Subsequent investigation during this traffic stop led to a further arrest of
the driver for Possession of a Controlled Substance for the Purpose of
Trafficking. Drug Section members seized a large quantity of heroin, crystal
methamphetamine, powder cocaine, and crack cocaine, with a total estimated
street value of $2275. A quantity of cash and a variety of other items were
also seized as evidence of the offence.
Three charges of Possession for the Purpose of Trafficking have been laid
against Lisa Millar, aged 38, of Chilliwack. In July 2012, the Chilliwack
RCMP Drug Section executed a search warrant on a residence located on
Ashwell Road, and arrested Ms. Millar inside the residence. On that
occasion, a significant amount of drugs and money was seized from that
residence. Ms. Millar is still awaiting trial for drug trafficking charges
stemming from that incident.
"The trafficking of illicit drugs goes hand-in-hand with violent crimes
associated with the drug trade, and property crimes committed to facilitate
drug habits," says Constable Bryan Martell of the Chilliwack Drug Section.
"The Chilliwack RCMP is committed to providing a safer community for
everyone, and will continue to target drug trafficking as a significant
threat to that safety."
The Crime Reduction Unit is cracking down on drug related crimes and will be
seizing all property related to the people who choose to be involved in this
type of activity.

February 19th marks the 30th anniversary of the disappearance of ten year
old Jo-Anne Pedersen.
On February 19, 1983, at approximately 8:20 pm, ten year old Jo-Anne
Pedersen was last seen in a phone booth at the Penny Pinchers, a convenience
store that was located at the corner of Watson Road and Vedder Road in
Chilliwack. Jo-Anne made a call from the phone booth asking her parents to
pick her up because she was locked out of the house. By the time her parents
arrived at the store Jo-Anne was gone and has not been seen or heard from
since.
Witnesses at the time reported that a man was in the phone booth with

was trying to help her.
The Chilliwack RCMP have received three anonymous letters since the 25th
anniversary from a man who claims to be a witness to the events leading up
to the disappearance of Jo-Anne Pedersen. It is imperative to identify this

Over the last 6 weeks, several schools in the Chilliwack area have either been
broken into or vandalized. This comes at an enormous cost to the schools but
more importantly, it disrupts the learning environment for the kids who attend
the school. "This has been on our radar since we first noticed this being a bit
of a trend in the area," said Cst. Tracy Wolbeck. "A pro-active plan had been
set in motion and the result was the successful apprehension of 2 suspects. Many
of us are parents of school-aged kids and when crimes happen to their school,
kids feel victimized. We recognized the importance of bringing this to an end
and are very pleased with the results."
A 32 year old Chilliwack woman and a 34 year old Chilliwack man have both been
charged with 1 count of Break and Enter and have been released on conditions.

have discovered several fraudulent credit card transactions from July 2012
to January 4, 2013. The suspect buys liquor with a new MasterCard with a

CRU Shuts Down Local 'Sex-for-Hire' Services
70-year-old arrested in Lower Mainland search warrant sweep
Released by Sgt. Steve McLeod, Chilliwack RCMP UFVRD
CMP
Upper Fraser Valley Regional Detachment's Crime Reduction Unit (CRU)
continues to address prostitution in the City of Chilliwack whether it takes
place in the down town core or under the cover of a legitimate business.
Over the past two weekends, investigators executed search warrants and made
arrests as a result of a year long project.
Last spring, CRU investigators conducted targeted enforcement actions on street workers and those men who were using these services in the down town area of Chilliwack. As a result of those successful stings, the city saw a significant decline in the number of street workers in the down town area.
Recently, the second phase of that project was completed, targeting two
local businesses that were allegedly offering sex-for-hire services. A
thorough investigation revealed that local businesses were operating under
the umbrella of providing massage services, but were suspected of offering
sexual services to their customers.
As a result of the investigation, a search warrant was executed at a
business in the 8300 block of Young Road on January 12, 2013. The search
resulted in the arrest of three females associated to the business and one
male customer. A 48-year-old woman from Langley, a 44-year-old woman from
Coquitlam, a 70-year-old woman from the lower mainland area, and a
41-year-old of man from Chilliwack were all released from custody on
conditions to appear in court in April 2013.
On Saturday, January 19, 2013, CRU investigators executed a second search
warrant at a business in the 9200 block of Young Road. CRU arrested a lone
female worker and her male customer. A 38-year-old woman from Hong Kong, in
Canada on a Visitors Visa, and a 38-year-old man from Saskatchewan were
released from custody with a future court date.
"Prostitution, whether it occurs out in the open or under the pretenses of a
legitimate business is not only a significant social issue because of the
high risk nature of the trade, it is also a priority at a national level for
police because of potential links to organized crime and human trafficking,"
says Sergeant Steve McLeod, in charge of CRU. "At this point in the
investigation, there is no indication that these two investigations are
linked to each other, organized crime, or human trafficking, but
investigators continue the process to rule that out conclusively."
"The police have listened to the communities concerns regarding the issues
in the downtown core," says Sergeant McLeod. "We want to show the community
that we are taking action to ensure we are staying connected to the
community and their concerns. This latest project is just one of the many
ways we are doing that."
The City of Chilliwack has taken steps to have the business licences from
both businesses suspended. The investigation into both businesses is
continuing and no further details will be released at this time.

Counterfeit Currency Alert
Chilliwack RCMP warn local businesses to be on the lookout for fake US money
Released by Cst. Tracy Wolbeck, Chilliwack RCMP UFVRD
ince
January 12, 2013, the Chilliwack RCMP have been advised of over a dozen
reports of counterfeit US currency being passed in the Chilliwack area.
Counterfeit US $20, $50 and $100 bills are surfacing at local merchants.
Cross Country Grocers in Rosedale, On the Way Store on Chilliwack Lake Road,
M&M Meat Shop, and 9 different stores from the Chilliwack Mall and
Cottonwood Mall have all fallen victim.
The bills have been described as being printed on computer paper and are
slightly larger than legitimate US notes. In one instance the suspect was
described as a man in his early twenties possibly associated to a grey
European car similar to a BMW.
When you are trying to determine if you have a counterfeit US bill here are
some things to consider:
• Feel the texture. Genuine currency has slightly raised ink that is produced in the intaglio printing process. You should be able to feel the texture of this ink, especially if you are holding a new dollar bill.
• Check for flatness or lack of detail (printing quality). Look for blurry areas, especially in fine details such as around the borders--real bills have clear, unbroken borders.
• Look for colored red and blue tiny fibers embedded in the paper. Counterfeiters sometimes try to reproduce these by printing or drawing these fibers onto the paper, but close inspection reveals, however, that on the counterfeit note you will see that they are printed on, rather than being part of the paper itself.
• Look at the serial numbers as fake bills may have serial numbers that are not evenly spaced or that are not perfectly aligned in a row. If you have two bills with the same serial number then they are counterfeit.
• Look for security features in all denominations, except the $1 and $2.
Police are asking merchants to pay close attention to any US bills they
receive and to call the Chilliwack RCMP at 604-792-4611 right away if you
suspect a person is attempting to pass a counterfeit bill. The current
investigations are ongoing.

Bear With Me, Please
Happy ending to Halloween bears in Hope
Released by Cst. Tracy Wolbeck, Chilliwack RCMP UFVRD
n
October 31, 2012 at approximately 8:00 PM, the Hope RCMP received a
complaint of a mother bear and her 2 cubs running in a backyard in the 400
block of Rupert Street. When police arrived, all three bears were up a
nearby tree.
Hope RCMP General Duty members stayed at the base of the tree while young
trick-or-treaters were going door-to-door in the area. "As a police officer,
you have no idea what your shift is going to demand of you that day," said
Cst. Tracy Wolbeck. "A mother bear with her cubs is obviously a really
volatile situation so our members stayed to ensure that mom did not become a
threat to all the people out that night." Once members deemed it safe, they
retreated from the tree base to allow the bears to come down. They came down
the tree and ran off out of harms way.
The Hope RCMP have been working with the Bear Aware program in the Hope area
and this tactic is something that they have suggested in the past. It was
successful and neither the bears nor any member of the public was harmed.

Police to test candy from Evans Rd area possibly tampered with in "isolated incident"
Released by Cst. Tracy Wolbeck, Chilliwack RCMP UFVRD
n
October 31, 2012, at approximately 8:00 PM, the Chilliwack RCMP responded to
a complaint of possibly tampered candy. The candy was obtained in the
Stevenson Road area of Chilliwack. In this case, it appeared the wrapper was
tampered with. Police seized the candy and have sent it to the lab for
testing.
"Right now, we are dealing with a possible isolated incident, says Constable
Tracy Wolbeck. "That's important to stress, because we know there have been
a number of posts on Facebook regarding claims of candy tampering in the
Chilliwack area. We urge people using social media not to spread
unsubstantiated allegations, particularly those of a criminal nature, but
instead to use social media to share more practical and common-sense
advice."
"For example, we want to encourage parents to look through their kid's candy
and discard anything that looks like it could have been tampered with in any
way," continues Cst. Wolbeck. "This is the same advice that we give every
year and we just want to ensure that parents are being diligent."

Mounties Dismantle Quarry Road Grow Op
Over 700 plants found growing, but green thumbs nowhere to be found
Released by Cst. Tracy Wolbeck, Chilliwack RCMP UFVRD
n
October 23, 2012, the Chilliwack RCMP Crime Reduction Unit (CRU) drug
section executed a search warrant on a residence in the 9900 block of Quarry
Road. The entire 2,800 square foot home had been dedicated to the production
of marijuana.
Found in the residence was 788 plants that would have an estimated value of
$150,000 if the drugs were to have hit the streets. This home was located
very close to Little Mountain elementary. "This is the second grow op in two
weeks that has been dismantled by our CRU team in close proximity to
elementary schools," said Cst. Tracy Wolbeck. "The risk of fire and
potential for violence associated with grow operations makes these locations
particularly concerning."
Some indicators that you may have a grow op in your neighbourhood are:
unusual condensation on windows, blinds or curtains that remain closed,
lights that come on and off on a timed cycle, unkept yards, strange patterns
of attendance by different people and a skunk-like odour coming from the
residence. No arrests have yet been made in connection to the grow but the
investigation is continuing.
If you suspect a grow op in your area, please contact the Chilliwack RCMP at
604 792-4611 or Crime Stoppers at 1-800-222-8477 (TIPS).

RCMP warn of Native woman trying to sell fake Chilliwack Minor Hockey League raffle tickets
Released by Cpl. Tammy Hollingsworth, Chilliwack RCMP UFVRD
n
September 13, 2012, at approximately 1:30 PM, the Chilliwack RCMP
received a report of a suspicious female going door to door in the area of
Deans Avenue and Bernard Avenue selling raffle tickets for the Bantam Minor
Hockey League, however, the Chilliwack Minor Hockey Association (CMHA) has
confirmed they are not doing any fundraising.
The CMHA has received several phone calls and emails regarding this woman
and have advised that she has been active in the Deans Avenue and Bernard
Avenue area since July. The woman has claimed that she was with the girls
Bantam team and that there were other single mothers selling tickets in the
neighbourhood. The CMHA also told police that if the woman was not able to
get money for a raffle ticket she would ask for bottles and cans.
The female was described as being First Nations, in her mid-forties, with
black hair in a pony tail. She was wearing a "ratty" pink jersey that has
Vancouver Province/Sun written on it. The Chilliwack RCMP patrolled the area
at the time of the above reported incident, but were unable to locate the
female.
The CMHA are only authorized to do three community fundraising activities
per season and have strict guidelines to request to do the fundraiser.
Door-to-door fundraising is not common with the association. Instead, most
team fundraising efforts are simply directed to family and friends.
"In some instances a team may go door to door for a bottle drive, but the
CMHA requires each player to wear their jerseys and to be accompanied by a
parent at all times," says Jeff Dyck, CMHA Public Relations. "Teams are
never authorized to raise funds by sending an adult door to door."
If someone is contacting you to raise funds for either CMHA or a Chilliwack
hockey team and you are unsure if the fundraiser is legitimate you have
several options. You can, ask the team manager to see the fundraising
request form which should be stamped "Approved" by CMHA, send an email
here , call the
CMHA office at 604-858-6031 or check out their website at
www.chilliwackminorhockey.com
to see listing authorized fundraising activities.
CMHA and all its members would like to thank the public for its continued
support of minor hockey in the Chilliwack area.
If anyone has information about this woman or have had a similar incident
you are asked to call the Chilliwack RCMP at 604-792-4611 and the Chilliwack
Minor Hockey Association at 604-858-6031.

Police Nab Another Identity Thief
Card readers found, personal information came from 'dozens' of compromised vehicles since 2009
Released by Cst. Tracy Wolbeck, Chilliwack RCMP UFVRD
n
Wednesday, September 19 members of the Chilliwack RCMP Crime Reduction Unit
(CRU) executed a search warrant at a residence in the 46300 block of Yale
Road in Chilliwack.
The search warrant was in relation to an ongoing fraud investigation where
stolen credit cards and data were used in multiple purchases at businesses
in Chilliwack. Investigators seized approximately 1000 stolen personal ID
cards consisting of credit cards, drivers licences, BC Care Cards, SIN
cards, Status cards, School ID, foreign ID, and firearms licences. It is
suspected that the identification and credit cards originated from dozens of
break and enter and theft from vehicle occurrences throughout Chilliwack and
the Fraser Valley. The thefts date back to 2009 and as recent as 2012.
"Most disturbing were card readers capable of reading and transferring the
encrypted data stored on the magnetic stripe on credit cards," said Cpl.
Kurt Bosnell. "Hundreds of pages of credit card data and personal
information were located as well as credit cards and identification modified
so that the stolen credit cards could be used for fraudulent purchases."
Numerous hard drives and computers were also seized believed to have been
used to store personal information and credit card data.
Dawn ROBBERSTAD age 40 of Chilliwack was arrested and remains in custody as
the investigation progresses. ROBBERSTAD has been charged with 9 counts of
fraud related offences. For media inquiries, please contact Cpl. Kurt

Police Officer Impersonator Robs Man Under Agassiz Bridge
RCMP say if in question, ask plainclothes cops for ID
Released by Cst. Tracy Wolbeck, Chilliwack RCMP UFVRD

n June 18, 2012, at approximately 2:00 PM, the Agassiz
RCMP responded to a report of a robbery under the Agassiz-Rosedale Bridge. The
alleged suspect identified himself to the victim as the RCMP. Police are now
releasing a composite sketch of one of the suspects.
A 21 year old man stopped under the Agassiz-Rosedale Bridge to look at
directions when a white Ford F350 crew cab pick up truck (between the years 2006
and 2010) with three men in it pulled up behind him. A man got out of the
passenger seat of the truck, approached the victim's vehicle and identified
himself as a RCMP officer.
The man asked the victim for his identification which he provided. The man then took the victims ID back to his truck for a short while then returned to the victims vehicle with the ID. The white Ford pick up then left. The victim followed as it was the direction he was going and didn't think much of it.
The suspect truck then stopped in the middle of
Rosedale Ferry Road forcing the victim to stop behind it. The driver and the
passenger exited the truck and robbed the victim of his keys, including his car
keys, and a Motorola Atrix cell phone, ran back to the truck then left. The
victim managed to flag down a passing vehicle to call police.
The passenger of the suspect vehicle was described as a Caucasian man in his
late twenties to early thirties, 5'11" to 6'0" tall, 180 - 200 pounds, with a
light complexion and stubble on his face. He had a slim build and very short
light brown hair. He was wearing a black hooded jacket, blue jeans and dark
running shoes.
Extensive patrols were made in the area by police at the time, however were
unsuccessful in locating the suspects or the white Ford F350 pick up. One set of
keys belonging to the victim were recovered by police a short distance away
south on the Haig Highway.
A composite sketch of one of the suspects has been created and is now being
released to the public with hopes he can be identified. It's important to
remember all composite sketches are an artistic interpretation made based on
witness statements to produce a likeness of a suspect for identification. In
this case there may be certain characteristics that may not exactly be the true
likeness of the suspect involved in this case, but may be similar in nature.
"Any time a crime is committed by someone identifying themselves as a police
officer is obviously a huge concern to us," says Corporal Tammy Hollingsworth.
"In this case, the white Ford pickup did not activate any emergency equipment,
such as lights or sirens, as a regular un-marked police vehicle would, nor did
the alleged suspect who identified himself as a police officer provide any
identification," says Corporal Hollingsworth. "If you are ever in a situation
where you are uncomfortable dealing with a police officer in plain clothes ask
for identification and the officer should provide a badge or other
identification, if they can't provide ID then they probably aren't the police."
Anyone that can identify this man or has an other information is asked to call
the Agassiz RCMP at 604-796-2211 or Crime Stoppers at 1-800-222-8477 (TIPS).
